Actually there were no intentions to give Final Fantasy XVI a DLC. But after feedback from the community these plans have changed.

As Naoki Yoshida tells in an interview with (GamerBraves) the whole storyline of Final Fantasy XVI should be told in the one game. DLCs or other expansions like in Part VII, for example, were not actually planned.
But the community just doesn t seem to get enough of their foray into Valisthea, and so the developers seem to have acquiesced to these wishes. According to Yoshida, there will be a DLC for the main game in the near future

Hopefully the development of the DLC does not impact the release of the PC version of Final Fantasy XVI. Square Enix wanted to start porting the game some time after its release last June.
