Diplomats are now a diplomatic currency and represent how much activity your nation can maintain. Each one-time action costs one diplomat. In addition, there is diplomatic capacity, which determines how many formal relationships (alliances, vassals) your state can maintain—large partners cost more. Exceeding this capacity lowers the loyalty of your vassals and your reputation.
Diplomatic reputation is linked to trust. Favors become a key means of maneuvering. Royal marriages lead to personal unions, which are realized as international organizations (IOs) in which members vote on laws.

The subject system is differentiated into five main types (tributaries, colonial subjects, dominions, vassals, fiefdoms). Disloyal subjects (loyalty below 50) refuse to participate in offensive wars.
The Antagonism value replaces aggressive expansion, but also arises from fundamental differences in culture or religion. Above 50, it leads to the formation of coalition IOs. A new value slider determines your focus: Belligerent (less antagonism, higher war costs) or Conciliatory (higher loyalty, better reputation).
